Do You Need Cyber Essentials or Plus?

Cyber Essentials (CE) uses an independently checked questionnaire. Cyber Essentials Plus (CE+) adds technical testing. Start with the requirement you need to satisfy.

Choose Your Route

Use the buyer’s written wording and the scope of the work. A familiar scheme name is not enough to settle the level or applicant.

A Buyer Names CE

The tender, contract or renewal notice asks for Cyber Essentials.

What to Do

Confirm the named legal applicant, required certificate scope, evidence date and whether a stated equivalent is acceptable. Plan for CE unless the buyer confirms otherwise.

A Buyer Names Plus

The requirement explicitly names Cyber Essentials Plus (CE+).

What to Do

Plan for CE first, then the Plus audit in the required scope. Ask the buyer whether its wording allows another route.

Prepare for Plus Testing

No Buyer Requirement

You want a recognised baseline for common internet threats or customer assurance.

What to Do

CE may meet that aim. Consider Plus where you need stronger independent evidence that the controls work in practice.

Understand the Five Protections

The Wording Is Unclear

The buyer says ‘cyber certification’, ‘government standard’ or gives a deadline without naming level or scope.

What to Do

Ask the buyer or procurement contact in writing which level, legal entity, scope, evidence date and accepted equivalents apply before buying an assessment.

Check the Exact Fit

Resolve these points with the buyer before setting a target date.

Level and Scope
Does the requirement name CE or CE+? Which legal entity, services and organisational boundary must the certificate cover?
Evidence and Date
When must you provide a current certificate, and must it stay current throughout the contract? Procurement Policy Note (PPN) 014 covers specified public bodies and contract risks; it is not a rule for every organisation or contract.
Applicant Type and Location
Businesses, sole traders and charities can apply. The scheme is available outside the UK too. Confirm the legal name that needs to appear on the certificate and any conditions set by your buyer.
Who Decides
For contracts covered by PPN 014, equivalent controls may be accepted. The buyer decides whether the evidence meets its requirement; a different certificate is not automatically a substitute.

Same Protections, Different Assurance

Cyber Essentials

A verified self-assessment against five technical controls, reviewed by an independent assessor. It gives baseline assurance; the basic assessment does not include a separate technical scan.

Cyber Essentials Plus

The same five controls, with an independent technical audit of systems in scope. It provides higher assurance that controls are implemented in practice. CE+ does not cover every cyber risk, certify a particular product or replace additional controls for higher or targeted threats.

A Tender Says ‘CE+ Before Award’

Fictional small supplier Northbank Studio has a tender deadline but the notice does not say which company in its group must hold the certificate or what scope is acceptable.

Next Action
Its director asks the procurement contact to confirm the legal applicant, required scope, evidence deadline and whether the deadline is before award or contract start. The supplier can then ask a licensed certification body about CE and Plus scheduling for that scope.
What This Settles
The certificate route and date are based on the buyer’s written answer, not an assumption that a group company’s existing certificate will qualify.

Who Does What

Hemanth personally advises on scope and evidence. Your organisation or IT provider makes the changes; an independent licensed UK certification body assesses the application and decides the result.

Set Your Scope

Once the required level is clear, identify the organisation and technology to be assessed. Use the scope guide before you commit to an assessment date.
